Tanzania and Algeria Forge Strategic Partnership to Strengthen Oil and Gas Regulation
Tanzania’s Petroleum Upstream Regulatory Authority (PURA) and Algeria’s Hydrocarbon Regulatory Authority (ARH) have established a groundbreaking cooperation framework designed to enhance technical regulation of oil and gas operations across both nations. The partnership agreement was formalized during high-level discussions on September 9, 2025, at ARH offices in Algiers, with senior officials from both institutions participating.
The collaboration centers on critical areas including inspection of equipment and facilities used in oil and gas projects and the development of comprehensive regulations governing industry activities. Mr Shigela Malosha, representing PURA’s Director General, emphasized that experience sharing between the institutions will enable both authorities to learn optimal approaches for managing technical issues and enhancing operational efficiency.
“Since both PURA and ARH regulate technical aspects of oil and gas projects implemented by companies in our countries, it is clear that exchanging experience on how we carry out this mandate will improve efficiency and productivity in the sector,” Malosha explained.
ARH Acting President Samir Houghlaouene highlighted the partnership’s importance for sustainable development in both countries’ energy sectors, noting that sound technical management represents a fundamental responsibility in successful oil and gas project implementation.
PURA operates under Tanzania’s comprehensive petroleum regulatory framework, including the National Energy Policy 2015, Petroleum Act 2015, and various transparency and accountability requirements that mandate cost and revenue auditing of petroleum operations.
