Liberia is laying the groundwork for a growing offshore petroleum sector as international companies advance seismic and technical work in the Harper Basin, while the government upgrades ports, storage and regulatory capacity in parallel. TotalEnergies and BluEnergies are running a technical work programme across Blocks LB-26, LB-30 and LB-31, including seismic reprocessing and seabed surveys aimed at identifying drillable prospects.
Liberia’s National Port Authority is rolling out a five-year modernisation plan for the Freeport of Monrovia and the Port of Buchanan, and has signed a cooperation agreement with France’s HAROPA PORT covering operational efficiency and technical modernisation. On the storage side, the Liberia Petroleum Refining Company added roughly 17,000 cubic metres of gasoline storage capacity in 2024, and President Joseph Boakai has reviewed plans for a much larger 50,000-tonne tank farm to strengthen fuel security.
Regulatory capacity is also being built out, with the Liberia Petroleum Regulatory Authority signing a cooperation agreement with Ghana’s Petroleum Commission covering knowledge-sharing and institutional capacity building. Liberia’s production-sharing contracts also embed local content and workforce development requirements, giving Liberian workers and companies a stake as exploration activity moves toward potential drilling.
