Zambia Makes Historic Energy Independence Play with Angola Refinery Stakes

Zambia has executed a groundbreaking energy strategy, securing a 26% equity stake in Angola’s Benguela (Lobito) oil refinery in an unprecedented shift from fuel importer to energy co-owner that could reshape African resource cooperation.

The deal represents a fundamental transformation for the landlocked Southern African nation, moving from passive fuel consumer to strategic stakeholder in continental energy infrastructure. Energy Minister Peter Kapala described the move as “a turning point in our pursuit of energy sovereignty and regional value creation.”

The Lobito refinery, expected to become operational by 2026, will be directly connected to Zambia via the Lobito-Lusaka fuel pipeline, creating an integrated supply chain that promises to slash transportation costs and reduce dependency on overseas imports.

Zambia’s benefits extend far beyond fuel procurement, encompassing lower fuel prices through shorter supply routes, job creation opportunities, reduced foreign exchange demands, and stronger regional trade alignment with the African Continental Free Trade Area objectives.

Regional economist Dr. Naledi Mwamba sees broader implications: “This is not just an oil deal. It’s a test case in how African countries can break the cycle of dependency and lead on their own terms. If this model is adopted in agriculture, mining, and telecoms, it could rewrite the continent’s development story.”

The pipeline construction is scheduled to begin in early 2026, with financing agreements being finalized between multiple parties including the African Export-Import Bank and the Development Bank of Southern Africa.
