Kenya Establishes High-Level Committee to Fast-Track Oil Development

Cabinet Secretary for Energy and Petroleum Opiyo Wandayi has appointed the First Oil Technical, Commercial and Legal Working Committee to accelerate commercial development of oil discoveries in Block T6 and Block T7. The committee’s mandate encompasses negotiating technical and commercial agreements between the government and contractors while safeguarding Kenya’s interests.

The comprehensive committee, comprising 35 members including technical experts and government officials, will conduct research and consultations with government-appointed advisors before finalizing agreements. Additional responsibilities include advising on policy and regulatory frameworks for oil and gas development, reviewing contractor agreement implementation, and establishing a roadmap for First Oil development phases.

The committee will also develop a land access framework ensuring secure, long-term access for oil development projects and submit quarterly progress reports to leadership. A secretariat drawn from the membership will prepare reports and document proceedings while maintaining accountability to the Cabinet Secretary.
