Uganda Strengthens Energy Independence with New Refinery and Skills Development
Uganda is advancing its comprehensive energy strategy through a landmark agreement with a UAE-based company to construct a domestic crude oil refinery. The facility will complement the country’s export-oriented projects, with ownership shared between the foreign investor and the Uganda National Oil Company.
Construction is expected to commence imminently, with the refinery projected to become operational within several years. The project serves as the cornerstone of a broader development plan centered around major oil fields in Uganda’s western region, establishing the foundation for a new industrial hub dedicated to petrochemical production and logistics.
Simultaneously, Uganda has launched a national training initiative to develop local technical expertise in the oil and gas sector. The program, currently underway in the capital and led by international experts, focuses on equipping Ugandans with specialized industry skills through hands-on experience at facilities responsible for stabilizing crude oil before export.
This dual approach of infrastructure investment and human capital development reflects Uganda’s commitment to becoming a fully integrated player in the global energy value chain while fostering long-term energy and economic resilience.
