A major $235 million infrastructure agreement between Libya’s Mellitah Oil and Gas Company and American firm Hill International has been officially confirmed by senior Trump administration advisor Masad Boulos, marking a significant new chapter in US-Libya energy cooperation.

Boulos, who serves as President Trump’s advisor for African affairs, described the deal as a crucial step toward supporting Libya’s energy infrastructure during a signing ceremony at the National Oil Corporation (NOC) headquarters in Tripoli. The partnership aims to modernize Libya’s energy sector while boosting gas production and export capabilities across the North African nation.

During his high-profile visit to Tripoli, Boulos met with acting NOC chairman Masoud Suleiman, who outlined the corporation’s ambitious strategy to maintain current oil and gas production levels while dramatically increasing output to two million barrels per day by 2030. The discussions also covered Libya’s broader petrochemical industry development and NOC’s critical role in supporting national economic stability.

The energy deal represents just one component of a much larger economic relationship taking shape between the two nations. Boulos also held discussions with Prime Minister Abdulhamid Dbeibeh, who presented a comprehensive proposal for an economic partnership between Libya and the United States valued at approximately $70 billion.

The agreement comes at a crucial time for Libya’s energy sector, which has faced years of instability and infrastructure challenges. The partnership with Hill International is expected to provide both technical expertise and financial resources needed to modernize aging energy facilities and expand production capabilities across Libya’s oil and gas operations.

The US Embassy in Libya published Boulos’s remarks following the ceremony, emphasizing the deal’s importance for strengthening bilateral ties and supporting Libya’s energy sector development goals.
