Mozambique Secures Mega-Deal for Southern Africa’s Largest Oil Refinery

Mozambique has struck a transformative deal with Nigerian energy giant Aiteo to construct a massive 240,000 barrels-per-day oil refinery, set to become the largest refining facility in southern Africa.

The groundbreaking agreement, signed in a ceremony chaired by Mozambican President Daniel Chapo, represents a major leap toward energy independence for the southeastern African nation. The strategic partnership between Mozambique’s state-owned Petromoc and Aiteo promises to reshape the region’s energy landscape.

The ambitious project will be developed in phases, starting with an initial 80,000 bpd processing unit scheduled for completion within 24 months. The facility will then scale up to its full 240,000 bpd capacity, making it one of the largest refineries in the Southern African Development Community (SADC).

American engineering firm Deerfield Energy Services LLC will handle the construction, while the refinery will produce gasoline, diesel, jet fuel, and naphtha for both domestic consumption and regional export. The project is expected to significantly reduce Mozambique’s import dependency while creating thousands of jobs.

“This EPC contract marks a defining milestone for Aiteo and Mozambique’s energy future,” said Dr. Ransome Owan, Group Managing Director for Infrastructure at Aiteo. “It will reduce import reliance, create jobs, and lay the foundation for Mozambique to become a leading hub in the region’s downstream energy sector.”

The refinery aligns with Mozambique’s broader industrial strategy to advance energy access, economic diversification, and infrastructure development.
