Libya’s NOC and SLB Partner with Omar Al-Mukhtar University on Energy Research
Libya’s state-owned National Oil Corporation and global technology company SLB have signed a memorandum of understanding with Omar Al-Mukhtar University to support scientific research, strengthen national capacity and enhance student skills in oil, gas and energy-related disciplines. Placing specific emphasis on geology and earth sciences, the agreement establishes a framework for cooperation across academic, training and applied research programs. The partnership aims to reinforce the university’s role as a key pipeline for qualified Libyan professionals tailored to the evolving needs of the oil and gas sector.
Under the agreement, SLB will provide advanced technical systems and industry-standard software used in exploration and production, alongside specialized training programs. These initiatives are designed to bridge the gap between theoretical education and modern field and digital applications.
Set to cover workforce development, community projects near oilfields and environmental objectives such as zero routine gas flaring and carbon capture, the MoU aligns with a broader NOC-SLB cooperation agenda formalized in late 2025. Training programs under the initiative aim to equip Libyan engineers and technicians with globally competitive skills.
SLB’s technical engagement in Libya spans drilling, stimulation and reservoir optimization, including intelligent stimulation and hydraulic fracturing projects with Sirte Oil Company and Waha Oil Company. The company is also a key provider of digital solutions, supplying software platforms such as Petrel and Kinetix to the NOC and Libyan academic institutions.
The collaboration builds on SLB’s long-standing operational footprint in Libya, including integrated project management services at facilities such as the UU Bu-Attifel plant and Plant 103A. In 2025, the company also supported the reactivation of 90 shut-in wells at a mature onshore field, delivering a production uplift of more than 60,000 barrels of oil per day.
Headquartered in Al Bayda, Omar Al-Mukhtar University is Libya’s third-largest public university, with campuses in Al Qubah, Derna and Tobruk. The institution comprises 22 main faculties and operates specialized research centers in environmental safety, biological sciences and renewable energy. By integrating industry technology, operational expertise and academic research, the NOC-SLB-OMU partnership is expected to support higher education modernization while strengthening the foundations of Libya’s oil and gas sector.
