Libya Signs Strategic Gas Partnership with U.S. Firm Hill International
Libya’s Mellitah Oil and Gas Company has inked a significant cooperation agreement with U.S. construction consulting firm Hill International to manage critical offshore gas projects, the National Oil Corporation announced Wednesday.
The partnership was formalized during a high-profile visit by U.S. President Donald Trump’s senior adviser for Africa, Massad Boulos, to Tripoli. The agreement covers project management for offshore platforms A and E, expansion of the Mellitah complex, and an integrated carbon dioxide management development project.
The “Structures A&E” initiative, launched by Mellitah Oil and Gas – a joint venture between NOC and Italy’s Eni – represents a strategic project designed to boost local gas production and ensure reliable exports to Europe. The development involves two offshore gas fields with combined production starting next year, eventually reaching 750 million cubic feet per day.
Eni estimates the overall investment for the project at $8 billion. During his visit, Boulos also met with Libya’s internationally-recognized Prime Minister Abdulhamid Dbeibah, who emphasized his government’s commitment to building economic partnerships with Washington.
Dbeibah’s team presented Libya’s strategic economic partnership projects valued at approximately $70 billion, encompassing investor-ready opportunities in energy, minerals, and electricity sectors.
