Libya and Algeria Strengthen Energy Partnership with Four Strategic Agreements

Libya’s National Oil Corporation (NOC) and Algeria’s state-owned Sonatrach have signed four comprehensive memorandums of understanding to enhance bilateral cooperation across key energy sector areas including operations, oilfield services, training, and knowledge exchange.

The agreements were formalized at Sonatrach’s headquarters in Algiers, marking a significant step in strengthening the strategic partnership between North Africa’s major oil producers. The first MoU between Sonatrach’s National Geophysical Company (ENAGEO) and NOC’s North African Geophysical Exploration Company (NAGECO) focuses on advancing geophysical exploration activities and subsurface imaging capabilities.

A second agreement between Sonatrach’s National Well Services Company (ENSP) and Libya’s Al-Jouf Petroleum Technology Company (JOT) covers the provision of comprehensive oilfield services across Algeria, Libya, and potentially other international markets, including drilling, maintenance, and technical support operations.

The third MoU establishes collaboration between Sonatrach’s Exploration and Production Laboratory Division and Libya’s Petroleum Research Centre on joint research initiatives in oil and gas, particularly focusing on reservoir studies, enhanced oil recovery techniques, and new extraction technologies.

The fourth agreement directly between Sonatrach and NOC emphasizes expanding training programs and facilitating the transfer of technical expertise across all energy industry segments. NOC described these agreements as reaffirming its long-term strategic partnership with Sonatrach and demonstrating commitment to building sustainable, high-impact collaborations benefiting both nations’ energy sectors.
