Angola’s Second Refinery Set for September Launch

President João Lourenço announced that Angola’s Cabinda Refinery will be inaugurated in September 2025, marking a significant milestone for the country’s downstream sector. The facility, developed at a cost of $473 million, will have an initial capacity of 30,000 barrels per day.

The refinery’s first phase will produce naphtha, jet fuel, diesel, and heavy fuel oil, with naphtha and heavy fuel oil destined for export markets. The facility is expected to meet 10% of Angola’s demand for refined products, with later phases planned to increase capacity to 60,000 barrels per day.

The Africa Finance Corporation mobilized $335 million for the project, while $138 million was raised through equity sponsors, with additional backing from the Africa Export-Import Bank and the Fund for Export Development in Africa. The project aligns with Angola’s goal to reach 445,000 barrels per day in refining capacity in the coming years.
