South Sudan and Russia’s Rosneft Finalize Massive Oil Infrastructure Deal

South Sudan’s national oil company, Nile Petroleum Corporation, is in the final stages of a transformative partnership with Russian energy giant Rosneft that promises to revolutionize the country’s oil sector infrastructure.

The deal, unveiled during the Saint Petersburg International Economic Forum 2025, will see Rosneft construct modern oil pipelines and refineries across South Sudan. “We are now in the final stages and the MoU was signed in Juba. We are currently working on technical follow-ups to finalize the full agreement,” said Kamal Mabok, NilePet’s Senior Technical Advisor.

Once executed, the partnership will enable South Sudan to refine and transport oil locally, increase production, reduce dependency on neighboring countries’ infrastructure, and boost national revenues. This development is particularly significant given the ongoing war in Sudan, which has severely impacted the country’s oil sector.

Edmund Yakani, Executive Director of the Community Empowerment for Progress Organization, welcomed the progress but urged caution, referencing past failed projects like the Bentiu Oil Refinery. He emphasized the need for long-term planning and investment of oil wealth into sectors like agriculture, education, roads, and health.

Russia is also planning to open its embassy in South Sudan by October, strengthening diplomatic and economic cooperation between the two nations.
